Narrative:

Step climbed to cruising altitude. At the time of the RA we were level at 6000 ft MSL and being vectored to intercept the col 350 degree radial on the teb 4 departure. We got an RA and climbed to 6400 ft. I called departure informing them of the climb but frequency was congested and controller never responded. The cause of the RA appeared to be a rapidly climbing aircraft below us, climbing to 5000 ft. The RA occurred, after I acknowledged a frequency change but before I was able to call the next controller. I made the RA climb call on the old frequency.

Title: WHILE LEVEL AT INTERMEDIATE ALT CREW RECEIVED A CLB RA FROM TCASII.

Narrative: STEP CLBED TO CRUISING ALT. AT THE TIME OF THE RA WE WERE LEVEL AT 6000 FT MSL AND BEING VECTORED TO INTERCEPT THE COL 350 DEG RADIAL ON THE TEB 4 DEP. WE GOT AN RA AND CLBED TO 6400 FT.
