Narrative:
On qball 4 arrival to stl, ZKC. Conditions were 'intense' -- IMC, icing, and continuous moderate turbulence. Center vectored us off the arrival for spacing several times. Finally received a vector to reintercept the arrival along with a crossing restr at qball intersection. However, we missed the crossing restr partly due to the extremely high workload and interpreted the clearance to be a 'descend to' altitude rather than an actual crossing restr. While we were a few mi outside qball, center asked about our altitude. He then requested we expedite our descent to (I believe) 11000 ft. No further vectors off course were received and we flew the remaining portion of the arrival as published.

Title: A DC9-30 CAPT RPTED THAT HE MISSED A XING RESTR OVER QBALL INTXN DUE TO A HIGH WORKLOAD ASSOCIATED WITH IMC, ICING, CONTINUOUS TURB, AND VECTOR CHANGES.
Narrative: ON QBALL 4 ARR TO STL, ZKC. CONDITIONS WERE 'INTENSE' -- IMC, ICING, AND CONTINUOUS MODERATE TURB. CTR VECTORED US OFF THE ARR FOR SPACING SEVERAL TIMES. FINALLY RECEIVED A VECTOR TO REINTERCEPT THE ARR ALONG WITH A XING RESTR AT QBALL INTXN. HOWEVER, WE MISSED THE XING RESTR PARTLY DUE TO THE EXTREMELY HIGH WORKLOAD AND INTERPED THE CLRNC TO BE A 'DSND TO' ALT RATHER THAN AN ACTUAL XING RESTR. WHILE WE WERE A FEW MI OUTSIDE QBALL, CTR ASKED ABOUT OUR ALT. HE THEN REQUESTED WE EXPEDITE OUR DSCNT TO (I BELIEVE) 11000 FT. NO FURTHER VECTORS OFF COURSE WERE RECEIVED AND WE FLEW THE REMAINING PORTION OF THE ARR AS PUBLISHED.
