Narrative:
Inspection was done the week of oct/mon/00. During phase inspection this week mechanics found that the arther Q unit warning light system was inoperative. This is an MEL item. Maintenance did not communicate this system as being inoperative to the pilots until oct/fri/00. We flew this aircraft for almost 2 weeks not knowing that the arther Q lights were not working contrary to the MEL. This is a direct violation of our repair station certificate, our MEL letter of authority/authorized, far 91.417b3 and far 91.213. This is a safety of flight issue, but management sees it as a need to keep the aircraft flying regardless of the safety of flight. Callback conversation with reporter revealed the following information: the reporter stated the company deferred the arther 'Q' warning system for 15 days with no notice, communication, placard, or logbook entry to alert the flight crew's. The reporter said the airplane was operated during this time in violation of far's.

Title: A FALCON 20 WAS OPERATED FOR 15 DAYS WITH A KNOWN DEFERRED ITEM ON THE ARTIFICIAL FEEL WARNING SYS (ARTHER Q WARNING), BUT NO COMMUNICATED TO THE FLC'S.
Narrative: INSPECTION WAS DONE THE WK OF OCT/MON/00. DURING PHASE INSPECTION THIS WK MECHS FOUND THAT THE ARTHER Q UNIT WARNING LIGHT SYS WAS INOP. THIS IS AN MEL ITEM. MAINT DID NOT COMMUNICATE THIS SYS AS BEING INOP TO THE PLTS UNTIL OCT/FRI/00. WE FLEW THIS ACFT FOR ALMOST 2 WKS NOT KNOWING THAT THE ARTHER Q LIGHTS WERE NOT WORKING CONTRARY TO THE MEL. THIS IS A DIRECT VIOLATION OF OUR REPAIR STATION CERTIFICATE, OUR MEL LETTER OF AUTH, FAR 91.417B3 AND FAR 91.213. THIS IS A SAFETY OF FLT ISSUE, BUT MGMNT SEES IT AS A NEED TO KEEP THE ACFT FLYING REGARDLESS OF THE SAFETY OF FLT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE COMPANY DEFERRED THE ARTHER 'Q' WARNING SYS FOR 15 DAYS WITH NO NOTICE, COM, PLACARD, OR LOGBOOK ENTRY TO ALERT THE FLC'S. THE RPTR SAID THE AIRPLANE WAS OPERATED DURING THIS TIME IN VIOLATION OF FAR'S.
