Narrative:
On leese 9 arrival, we were cleared to descend to 5000 ft. Passing 8600 ft controller advised us to level at 9000 ft. We climbed back to 9000 ft and overheard controller vectoring another air carrier on climb out to 8000 ft, I believe. I do not believe there was any collision hazard, (we would have seen and avoided the other aircraft) but there was a controller mistake.

Title: LATE ALT CHANGE CLRNC REQUIRES ACR TO STOP DSCNT AND CLB BACK TO THE NEW ALT ASSIGNED. TFC CONFLICT.
Narrative: ON LEESE 9 ARR, WE WERE CLRED TO DSND TO 5000 FT. PASSING 8600 FT CTLR ADVISED US TO LEVEL AT 9000 FT. WE CLBED BACK TO 9000 FT AND OVERHEARD CTLR VECTORING ANOTHER ACR ON CLBOUT TO 8000 FT, I BELIEVE.
