Narrative:
I was being vectored to the GPS runway 31 to sgj when jax and I both saw a target appear in my vicinity at 2000 ft.I had to climb in answer to the TCASII RA. The target was so close that he was superimposed with my aircraft symbol. The WX was solid IFR in rain and cloud. The other plane was unknown to jax. Therefore they were flying VFR in solid IMC conditions. This is my third near midair collision this year at this airport.
