Narrative:
During periods of darkness and/or reduced visibility, aircraft have difficulties taxiing, as numerous airport runway and taxiway lights have been chronically OTS. On this particular night, this B767 made a wrong turn and taxied onto a non-movement area. It had to be towed back. Two other aircraft were unnecessarily delayed, as a result. The problem is that the taxiway lights were out of service, at that time. This is a chronic, unsatisfactory problem at the jfk. These untimely repairs cause aircraft to miss turns and make turns where there are no txwys. Pilots complain daily, about the numerous taxiway lights, and runway lights OTS. I feel that the airport lighting is not properly maintained and the untimely repairs will eventually cause an accident!

Title: ATCT CTLR RPTS A TXWY EXCURSION CAUSED BY POOR LIGHTING AT JFK.
Narrative: DURING PERIODS OF DARKNESS AND/OR REDUCED VIS, ACFT HAVE DIFFICULTIES TAXIING, AS NUMEROUS ARPT RWY AND TXWY LIGHTS HAVE BEEN CHRONICALLY OTS. ON THIS PARTICULAR NIGHT, THIS B767 MADE A WRONG TURN AND TAXIED ONTO A NON-MOVEMENT AREA. IT HAD TO BE TOWED BACK. TWO OTHER ACFT WERE UNNECESSARILY DELAYED, AS A RESULT. THE PROB IS THAT THE TXWY LIGHTS WERE OUT OF SVC, AT THAT TIME. THIS IS A CHRONIC, UNSATISFACTORY PROB AT THE JFK. THESE UNTIMELY REPAIRS CAUSE ACFT TO MISS TURNS AND MAKE TURNS WHERE THERE ARE NO TXWYS. PLTS COMPLAIN DAILY, ABOUT THE NUMEROUS TXWY LIGHTS, AND RWY LIGHTS OTS. I FEEL THAT THE ARPT LIGHTING IS NOT PROPERLY MAINTAINED AND THE UNTIMELY REPAIRS WILL EVENTUALLY CAUSE AN ACCIDENT!
