Narrative:

While departing on the tung lung departure, runway 7R, we received an altitude restr of 7000 ft. While leveling at 7000 ft and just after crossing over td VOR, hong kong radar advised us our heading did not appear to be in accordance with the SID. Radar assigned a new heading of 130 degrees then direct to snapa intersection. ATC advised us of the need to follow the SID in order to remain clear of possible arriving traffic. Problem: there are 2 pages to the SID and it is not really clear that the SID is to be followed from both pages. This allows pilots to understand after td VOR you may proceed direct to elato intersection. Supplemental information from acn 492523: on the SID, there is no transition mentioned, nor is there a reference to another page. If we are to adhere to additional routings, I would think there would be leaders to that/those page(south) on the particular SID itself.
