Narrative:
On arrival into nyc laguardia, we were 900 ft high crossing somto intersection. We were assigned to cross at 13000 ft, crossed at 13900 ft. Prior to the crossing, I (as PNF) was readying the aircraft to land -- getting ATIS, setting v-spd cards, reviewing lga taxiing procedures, etc. I thought the first officer to be competent and alert (retired military F-16 with more time than I) and my perception of his ability made me complacent in monitoring his flying. I had 5 hours of PIC and will monitor the PF more closely in the future. The recent addition of VNAV to the CL65 possibly contributed to my complacency, as previously a crossing restr required more planning. The first officer said the fact we were on a vector contributed to his failure to select an adequate descent rate.

Title: A DSNDING CL65 FAILS TO MAKE THE ALT XING RESTR OVER SOMTO INTXN ON RADAR VECTORS OFF THE MINKS 2 ARR PROC, N90, NY.
Narrative: ON ARR INTO NYC LAGUARDIA, WE WERE 900 FT HIGH XING SOMTO INTXN. WE WERE ASSIGNED TO CROSS AT 13000 FT, CROSSED AT 13900 FT.
