Upon landing at pasx, the plane felt as if it had no braking authority/authorized. The first officer tried to deploy a drag chute at my command, but could not get the handle to release. The temperature was +3 degrees C, but the ground was frozen, leaving a thin layer of 'black ice.' the plane slid off the end of the runway onto an overrun with no damage or injuries.

Title: A LEAR 25C SLIDES OFF THE END OF A 5000 FT RWY ON 'BLACK ICE' WHEN THE DRAG CHUTE FAILS TO DEPLOY DURING A NO BRAKING CAPABILITY INCIDENT AT SXQ, AK.

Narrative: UPON LNDG AT PASX, THE PLANE FELT AS IF IT HAD NO BRAKING AUTH. THE FO TRIED TO DEPLOY A DRAG CHUTE AT MY COMMAND, BUT COULD NOT GET THE HANDLE TO RELEASE. THE TEMP WAS +3 DEGS C, BUT THE GND WAS FROZEN, LEAVING A THIN LAYER OF 'BLACK ICE.' THE PLANE SLID OFF THE END OF THE RWY ONTO AN OVERRUN WITH NO DAMAGE OR INJURIES.
