Narrative:
I was holding at the cle arrival fix wakem. 4 flts were established in the hold and cle called to say I was released from the hold. Air carrier X was the next cle arrival entering the sector and was told to expect holding at wakem. I issued numerous descent clrncs to air carrier X to insure vertical separation from a chq flight at 17000 ft also nebound. Because of these descent clrncs, I was distraction from issuing the holding instructions to air carrier X prior to the fix. Air carrier X overflew wake, at 13000 ft and continued nebound. The sector north of mine was working air carrier Y into dtw and descended the flight to 13000 ft. The conflict alert activated for these flts and I looked to see if lower was available for air carrier X. Due to other aircraft in the holding stack, I was unable to issue further descent, but issued a right turn (as did the other sector). When asked to verify they were entering holding the air carrier X stated they weren't given holding instructions, they were only told to expect holding.

Title: ACR AT CLE ADVISED TO EXPECT HOLDING, OVERFLIES THE HOLDING PATTERN AND CONFLICTS WITH ACR IN ADJACENT SECTOR.
Narrative: I WAS HOLDING AT THE CLE ARR FIX WAKEM. 4 FLTS WERE ESTABLISHED IN THE HOLD AND CLE CALLED TO SAY I WAS RELEASED FROM THE HOLD. ACR X WAS THE NEXT CLE ARR ENTERING THE SECTOR AND WAS TOLD TO EXPECT HOLDING AT WAKEM. I ISSUED NUMEROUS DSCNT CLRNCS TO ACR X TO INSURE VERT SEPARATION FROM A CHQ FLT AT 17000 FT ALSO NEBOUND. WHEN ASKED TO VERIFY THEY WERE ENTERING HOLDING THE ACR X STATED THEY WEREN'T GIVEN HOLDING INSTRUCTIONS, THEY WERE ONLY TOLD TO EXPECT HOLDING.
