Narrative:

While in cruise at FL280, we received a TCASII alert for a possible traffic conflict with an oncoming aircraft. Aircraft was in a rapid climb within 5-10 mi. Shortly after the TA, we received an RA to climb. We initiated a climb to FL290. While in the climb, responding to the RA, we notified center that we were deviating from our assigned altitude due to the RA. Center responded that he had let us know as advisory only about the traffic. We did not hear any such notification from center about the traffic. It is possible that our initial transmission to center about our altitude deviation (due to the RA) that we had blocked his call about the traffic. We returned to our assigned altitude, and no further incident occurred. The aircraft in question was never seen visually.
