Narrative:

Climbing to FL370 with ZMA, vector toward tadpo fix, passing FL300. Prior to tadpo with havana center, traffic passed left, 100-200 ft and vertical less than 400 ft above, no prior advisement from ZMA or havana. Havana called us, passing FL300, that traffic was descending inbound from tadpo and told us to level off at FL300. We saw the aircraft (too late) as we were attempting to descend to FL300. After confirming that it was the traffic at havana, continued our climb (with clearance from havana to FL370). ZMA never advised us of the inbound, descending traffic. Havana advised us, although it was too late. No TCASII installed.
