Narrative:
Descending into rhv airport in moderate to occasional severe turbulence, couldn't reach rhv tower due to radio congestion. Could not stay clear of rhv class D airspace due to turbulence. I didn't get in contact with rhv tower until after I was well within the class D airspace. Again, I couldn't stay clear of class D airspace because staying clear would keep me on leeward side of mission peak where the turbulence was.

Title: A C210 ATP PLT ENTERS THE CLASS D AIRSPACE OF RHV WHEN HE IS UNABLE TO CONTACT THE TWR AND IS EXPERIENCING SEVERE TURB AT THE POS NEAR THE CLASS D FRINGE N OF RHV, CA.
Narrative: DSNDING INTO RHV ARPT IN MODERATE TO OCCASIONAL SEVERE TURB, COULDN'T REACH RHV TWR DUE TO RADIO CONGESTION. COULD NOT STAY CLR OF RHV CLASS D AIRSPACE DUE TO TURB. I DIDN'T GET IN CONTACT WITH RHV TWR UNTIL AFTER I WAS WELL WITHIN THE CLASS D AIRSPACE. AGAIN, I COULDN'T STAY CLR OF CLASS D AIRSPACE BECAUSE STAYING CLR WOULD KEEP ME ON LEEWARD SIDE OF MISSION PEAK WHERE THE TURB WAS.
