Narrative:

Assigned 5000 ft and climbing through 3700 ft, we got a 'traffic' call, then an RA 'descend' call on our TCASII. The traffic showed up on our TCASII at 1-2 mi at our 12 - 1 O'clock position, 300 ft above us. We responded to the RA and reported this to departure control. We later asked departure about the other aircraft and were told it was an F18 in the dobbins AFB, gca traffic pattern that did not turn when expected. We never saw the other aircraft.
