Narrative:
Level at 9000 ft assigned by ATC on fossil 5 approach arrival, noted traffic on TCASII at 12 O'clock position, at same altitude, approximately 5 mi out, opposite direction. At approximately 2 mi. We initiated descent. TCASII gave advisory -- 2000 FPM descent. We advised ATC of descent, who cleared us to 8000 ft and then advised of opposite traffic. Opposite traffic was spotted on descent. Traffic passed 700 ft above and approximately 1 mi off.

Title: WHILE ON FOSSL ARR TO PHX, DHC8 FLC INITIATES EVASIVE MANEUVER TO AVOID A TWIN TURBOPROP ACFT.
Narrative: LEVEL AT 9000 FT ASSIGNED BY ATC ON FOSSIL 5 APCH ARR, NOTED TFC ON TCASII AT 12 O'CLOCK POS, AT SAME ALT, APPROX 5 MI OUT, OPPOSITE DIRECTION. AT APPROX 2 MI. WE INITIATED DSCNT. TCASII GAVE ADVISORY -- 2000 FPM DSCNT. WE ADVISED ATC OF DSCNT, WHO CLRED US TO 8000 FT AND THEN ADVISED OF OPPOSITE TFC. OPPOSITE TFC WAS SPOTTED ON DSCNT. TFC PASSED 700 FT ABOVE AND APPROX 1 MI OFF.
