Narrative:
Inbound propeller (aircraft Y) to cle at 9000 ft was first inbound. Jet (aircraft X) was given 10000 ft, 10 mi in-trail. Transmission was blocked and the jet was mistakenly given 9000 ft. Traffic was then issued on the propeller and frequency change to approach control was given.

Title: ZOB DEVELOPMENTAL ASSIGNS INCORRECT ALT TO DSNDING E135, OVERTAKING B190 IN CLE AIRSPACE.
Narrative: INBOUND PROP (ACFT Y) TO CLE AT 9000 FT WAS FIRST INBOUND. JET (ACFT X) WAS GIVEN 10000 FT, 10 MI IN-TRAIL. XMISSION WAS BLOCKED AND THE JET WAS MISTAKENLY GIVEN 9000 FT. TFC WAS THEN ISSUED ON THE PROP AND FREQ CHANGE TO APCH CTL WAS GIVEN.
