Narrative:
Clearance to cross tarne intersection at 11000 ft. Descending through about 14000 ft, xferred air conditioning to APU. The 10TH stage bleed isolation valve failed to open properly and we were distraction while trying to correct the problem. We missed the crossing altitude. Just after tarne, we were at 13000 ft and discovered the problem. The captain quickly corrected the altitude to 11000 ft.
