Narrative:
I received an airborn IFR clearance en route to mie VFR. I was approximately 27 mi out. At approximately 17 mi out, the controller cleared me to 4000 ft MSL and then to 3000 ft. When I was at 3000 ft, the controller advised me of low altitude alert. I looked at my altimeter setting and realized that it was high (the controller never gave me an altimeter setting). I reset my altimeter and it showed me at 2700 ft. I advised the controller that I was climbing. Supplemental information from acn 497246: aircraft called on requesting an IFR pick-up. Trainee assigned a code and idented. Mode C not validated. Aircraft issued descent to 4000 ft and was observed below assigned altitude. Trainee issued 3000 ft and observed aircraft descend below MVA of 2800 ft. When questioned, pilot responded he was climbing. It appears pilot had set altimeter 1000 ft low. Had trainee initially validated mode C, error may have been caught and corrected.

Title: PA46 PLT SETS INCORRECT ALTIMETER WHEN ZID DEVELOPMENTAL AND INSTRUCTOR MISS INCORRECT READBACK. MSAW ALERTS CTLRS TO TAKE CORRECTIVE ACTION.
Narrative: I RECEIVED AN AIRBORN IFR CLRNC ENRTE TO MIE VFR. I WAS APPROX 27 MI OUT. AT APPROX 17 MI OUT, THE CTLR CLRED ME TO 4000 FT MSL AND THEN TO 3000 FT. WHEN I WAS AT 3000 FT, THE CTLR ADVISED ME OF LOW ALT ALERT. I LOOKED AT MY ALTIMETER SETTING AND REALIZED THAT IT WAS HIGH (THE CTLR NEVER GAVE ME AN ALTIMETER SETTING). I RESET MY ALTIMETER AND IT SHOWED ME AT 2700 FT. I ADVISED THE CTLR THAT I WAS CLBING. SUPPLEMENTAL INFO FROM ACN 497246: ACFT CALLED ON REQUESTING AN IFR PICK-UP. TRAINEE ASSIGNED A CODE AND IDENTED. MODE C NOT VALIDATED. ACFT ISSUED DSCNT TO 4000 FT AND WAS OBSERVED BELOW ASSIGNED ALT. TRAINEE ISSUED 3000 FT AND OBSERVED ACFT DSND BELOW MVA OF 2800 FT. WHEN QUESTIONED, PLT RESPONDED HE WAS CLBING. IT APPEARS PLT HAD SET ALTIMETER 1000 FT LOW. HAD TRAINEE INITIALLY VALIDATED MODE C, ERROR MAY HAVE BEEN CAUGHT AND CORRECTED.
