Narrative:
Vehicles (FAA) will go onto overrun without calling on frequency (vehicle does have radio). Not around the edges, but right up to the end of the runway where the overrun start. Over the yrs, I have brought this up to management and I'm told that it's 'no problem.' but, when you scan the runways and see a vehicle out there -- well, it really startles you. Then you wonder when and how long and why. Well, hope you understand my side of this. At least if they call on frequency you could at least have a warning and know that they are there. It just drives me crazy. Callback conversation with reporter revealed the following information: there has been management changes since the report was filed. The new manager has a different view of the uncontrolled vehicles operating in the movement area and is working with the facilities people to resolve the situation. It is reported that the individuals in the vehicles have an unprofessional attitude about coordinating with the tower for their movement about the airport.

Title: VEHICLES OPERATE ON THE OVERRUN AT TYS WITHOUT RADIO CONTACT WITH TWR.
Narrative: VEHICLES (FAA) WILL GO ONTO OVERRUN WITHOUT CALLING ON FREQ (VEHICLE DOES HAVE RADIO). NOT AROUND THE EDGES, BUT RIGHT UP TO THE END OF THE RWY WHERE THE OVERRUN START. OVER THE YRS, I HAVE BROUGHT THIS UP TO MGMNT AND I'M TOLD THAT IT'S 'NO PROB.' BUT, WHEN YOU SCAN THE RWYS AND SEE A VEHICLE OUT THERE -- WELL, IT REALLY STARTLES YOU. THEN YOU WONDER WHEN AND HOW LONG AND WHY. WELL, HOPE YOU UNDERSTAND MY SIDE OF THIS. AT LEAST IF THEY CALL ON FREQ YOU COULD AT LEAST HAVE A WARNING AND KNOW THAT THEY ARE THERE. IT JUST DRIVES ME CRAZY. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THERE HAS BEEN MGMNT CHANGES SINCE THE RPT WAS FILED. THE NEW MGR HAS A DIFFERENT VIEW OF THE UNCTLED VEHICLES OPERATING IN THE MOVEMENT AREA AND IS WORKING WITH THE FACILITIES PEOPLE TO RESOLVE THE SIT. IT IS RPTED THAT THE INDIVIDUALS IN THE VEHICLES HAVE AN UNPROFESSIONAL ATTITUDE ABOUT COORDINATING WITH THE TWR FOR THEIR MOVEMENT ABOUT THE ARPT.
