Narrative:
During vectors for a right base localizer 31 approach at lga at 2500 ft, approach control asked if we had the runway, which was abeam to our left. We answered yes, and he gave us a clearance for a visual approach to the runway and a frequency change to tower. We called the tower and requested a 360 degree turn to lose altitude. They denied it and gave us a go around, and shortly after, we had a TCASII RA to climb. We passed 400 ft above the traffic (a helicopter hovering above the airport). Tower never mentioned the traffic to us.

Title: B737-800 ISSUED GAR AFTER REQUESTING A 360 DEG TURN DUE TO CLOSE TURN-IN AND INITIATES EVASIVE MANEUVER DUE TO UNRPTED HELI OVER LGA ARPT.
Narrative: DURING VECTORS FOR A R BASE LOC 31 APCH AT LGA AT 2500 FT, APCH CTL ASKED IF WE HAD THE RWY, WHICH WAS ABEAM TO OUR L. WE ANSWERED YES, AND HE GAVE US A CLRNC FOR A VISUAL APCH TO THE RWY AND A FREQ CHANGE TO TWR. WE CALLED THE TWR AND REQUESTED A 360 DEG TURN TO LOSE ALT. THEY DENIED IT AND GAVE US A GAR, AND SHORTLY AFTER, WE HAD A TCASII RA TO CLB. WE PASSED 400 FT ABOVE THE TFC (A HELI HOVERING ABOVE THE ARPT). TWR NEVER MENTIONED THE TFC TO US.
