Narrative:
Unaccompanied mentally retarded 40 yr old male passenger was removed from the plane after boarding due to his being unable to buckle or unbuckle his seatbelt or follow any crew instructions or understand the crew's briefing of emergency exits. Once the decision to remove the passenger was made, the company manager/complaint resolution officer wouldn't comply with the crew order to take the passenger off the plane. I was the captain and had to argue with this manager/complaint resolution officer to follow my instructions. This manager/complaint resolution officer was unreasonable and in defiance of my captain's authority/authorized. He intimidated and offended my cabin crew and caused me extra problems and time during a preflight period that was already running late. Passenger was eventually removed upon my insistence.

Title: DC10. CAPT HAD A MENTALLY RETARDED PAX REMOVED BEFORE FLT AT SEA.
Narrative: UNACCOMPANIED MENTALLY RETARDED 40 YR OLD MALE PAX WAS REMOVED FROM THE PLANE AFTER BOARDING DUE TO HIS BEING UNABLE TO BUCKLE OR UNBUCKLE HIS SEATBELT OR FOLLOW ANY CREW INSTRUCTIONS OR UNDERSTAND THE CREW'S BRIEFING OF EMER EXITS. ONCE THE DECISION TO REMOVE THE PAX WAS MADE, THE COMPANY MGR/COMPLAINT RESOLUTION OFFICER WOULDN'T COMPLY WITH THE CREW ORDER TO TAKE THE PAX OFF THE PLANE. I WAS THE CAPT AND HAD TO ARGUE WITH THIS MGR/COMPLAINT RESOLUTION OFFICER TO FOLLOW MY INSTRUCTIONS. THIS MGR/COMPLAINT RESOLUTION OFFICER WAS UNREASONABLE AND IN DEFIANCE OF MY CAPT'S AUTH. HE INTIMIDATED AND OFFENDED MY CABIN CREW AND CAUSED ME EXTRA PROBS AND TIME DURING A PREFLT PERIOD THAT WAS ALREADY RUNNING LATE. PAX WAS EVENTUALLY REMOVED UPON MY INSISTENCE.
