Narrative:
The circling approachs at santiago, dominican republic (cibao intersection mdst) have MDA's lower than obstacles within the maneuvering area: GPS 30 circ 12 has haa of 661 ft but towers near the approach end of runway 12 with hts of 704 ft, 694 ft, 722 ft, and 687 ft. GPS 12 circ 30 has haa of 661 ft but a tower near the approach end of runway 30 with ht of 944 ft! (It's on a hill). There are also 836 ft and 844 ft towers on approach to runway 30 that are shown on the RNAV 12 departure, but not the GPS 30 or GPS 12 approach plates. I don't know the fine points of the terps, but this doesn't seem right to me. I think the MDA should keep you above obstacles within 1 1/2 mi of the field boundary.

Title: AN ATR72 PIC RPT ON TOWERS THAT ARE ABOVE THE MDA LOCATED NEAR THE CIRCLING PATH OF ACFT UTILIZING A GPS APCH TO RWYS 12 AND 30 TO MDST, FO.
Narrative: THE CIRCLING APCHS AT SANTIAGO, DOMINICAN REPUBLIC (CIBAO INTXN MDST) HAVE MDA'S LOWER THAN OBSTACLES WITHIN THE MANEUVERING AREA: GPS 30 CIRC 12 HAS HAA OF 661 FT BUT TOWERS NEAR THE APCH END OF RWY 12 WITH HTS OF 704 FT, 694 FT, 722 FT, AND 687 FT.
