Narrative:

On approach at lga (lga lda 22A), helicopter traffic observed on approach. TCASII TA displayed tower never called traffic. Helicopter transited approach corridor at 700 ft AGL, 2.4 NM from runway 22 centerline. Traffic came within 1/4 NM and 0 ft altitude of airliner. Callback conversation with reporter revealed the following information: reporter advised that the traffic was opposite direction and tracking just outside the lda 22 localizer. A report was effected to company. The reporter's return response from company was that tower stated that the helicopter had the B738 in sight. The reporter stated that this information was not provided to him. The reporter advised that this was not a common occurrence. The reporter's larger concern is when landing runway 31. Tower is issuing taxi instructions when in the middle of landing roll. With all that ongoing in the cockpit, they have to frequently ask again for clarification. The reporter advised the tower is always clearing another aircraft for takeoff before he is either answered, or is cleared to ground without confirmation. Reporter has 20 yrs military pilot experience in combination with aircraft carrier supervisor controller time.

Narrative: ON APCH AT LGA (LGA LDA 22A), HELI TFC OBSERVED ON APCH. TCASII TA DISPLAYED TWR NEVER CALLED TFC. HELI TRANSITED APCH CORRIDOR AT 700 FT AGL, 2.4 NM FROM RWY 22 CTRLINE. TFC CAME WITHIN 1/4 NM AND 0 FT ALT OF AIRLINER. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR ADVISED THAT THE TFC WAS OPPOSITE DIRECTION AND TRACKING JUST OUTSIDE THE LDA 22 LOC. A RPT WAS EFFECTED TO COMPANY. THE RPTR'S RETURN RESPONSE FROM COMPANY WAS THAT TWR STATED THAT THE HELI HAD THE B738 IN SIGHT. THE RPTR STATED THAT THIS INFO WAS NOT PROVIDED TO HIM. THE RPTR ADVISED THAT THIS WAS NOT A COMMON OCCURRENCE. THE RPTR'S LARGER CONCERN IS WHEN LNDG RWY 31. TWR IS ISSUING TAXI INSTRUCTIONS WHEN IN THE MIDDLE OF LNDG ROLL. WITH ALL THAT ONGOING IN THE COCKPIT, THEY HAVE TO FREQUENTLY ASK AGAIN FOR CLARIFICATION. RPTR HAS 20 YRS MIL PLT EXPERIENCE IN COMBINATION WITH ACFT CARRIER SUPVR CTLR TIME.
