Narrative:
During cruise flight to land at sju following a proceed to airport from tower, traffic I was overtaking on the right was cleared to turn right. Airplane turned underneath me well below. No conflict resulted. However, pilot of other plane did not clear area prior to turn and was not aware of my presence. He was not using 'see and avoid' in VFR conditions in a heavy traffic area.

Title: ATX C402 PLT OBSERVES C210 FOLLOW SJU LCL CTLR INSTRUCTIONS TO DEPART THE AREA AND TURNS TOWARD, BUT UNDER, C402 WITHOUT APPARENT AWARENESS.
Narrative: DURING CRUISE FLT TO LAND AT SJU FOLLOWING A PROCEED TO ARPT FROM TWR, TFC I WAS OVERTAKING ON THE R WAS CLRED TO TURN R. AIRPLANE TURNED UNDERNEATH ME WELL BELOW. NO CONFLICT RESULTED. HOWEVER, PLT OF OTHER PLANE DID NOT CLR AREA PRIOR TO TURN AND WAS NOT AWARE OF MY PRESENCE. HE WAS NOT USING 'SEE AND AVOID' IN VFR CONDITIONS IN A HVY TFC AREA.
