Narrative:
Ramp worker at sfo walked in front of a fully operating B737 right side engine prior to engine shutdown during aircraft arrival at gate. I noticed right side forward cargo door light come on prior to my setting brake and ordering engine shutdown. After checklists completed, I went to research who opened and was advised by ramp worker that practice was normal for sfo. I advised him to refer to his line cargo manual and supervisors to clarify his actions in the future. The ramp was clearly painted with the 'no transgress' markings for the B737. This is my second write-up in a month on this subject. It is apparent that there is a callous disregard for operating jet engines and walking in the front. I fear someone is going to get hurt. I just finished reading the latest as soon as possible report and this episode definitely falls in the disregard for safety by other employee units. My suggestion is that no rampers touch aircraft or approach protected areas until beacon is turned off.

Title: CAPT OF A B737 COMPLAINT REGARDING GND SVC PERSONNEL MOVEMENT NEAR RUNNING ENG PRIOR TO SHUTDOWN AFTER GATE PARKING.
Narrative: RAMP WORKER AT SFO WALKED IN FRONT OF A FULLY OPERATING B737 R SIDE ENG PRIOR TO ENG SHUTDOWN DURING ACFT ARR AT GATE. I NOTICED R SIDE FORWARD CARGO DOOR LIGHT COME ON PRIOR TO MY SETTING BRAKE AND ORDERING ENG SHUTDOWN. AFTER CHKLISTS COMPLETED, I WENT TO RESEARCH WHO OPENED AND WAS ADVISED BY RAMP WORKER THAT PRACTICE WAS NORMAL FOR SFO. I ADVISED HIM TO REFER TO HIS LINE CARGO MANUAL AND SUPVRS TO CLARIFY HIS ACTIONS IN THE FUTURE. THE RAMP WAS CLRLY PAINTED WITH THE 'NO TRANSGRESS' MARKINGS FOR THE B737.
