Narrative:
At the conclusion of a local IFR proficiency training flight, aircraft was cleared to land on runway 34 at pdk. Just as the aircraft was flared for landing, I saw a white van approach the runway from an intersecting taxiway. Assuming the van was about to stop, the flare was continued. Immediately thereafter, the van speeded up and crossed the runway directly in front of the aircraft (approximately 500 ft) and pdk tower issued a go around call. A go around was executed without further incident. The van driver was non english-speaking. Apparently, she had attempted to make a delivery to an FBO, but was told by counter personnel that the FBO she was seeking was across the runway, so that's where she went, by the most direct route. I believe counter personnel should be continually reminded of the importance to 1) not let any vehicle onto the ramp without screening, and 2) never point across a runway or taxiway, but indicate the proper route on an airfield diagram.

Title: PDK CTLR ISSUES GAR TO C182 ON SHORT FINAL WHEN VEHICLE CROSSES RWY WITHOUT CLRNC.
Narrative: AT THE CONCLUSION OF A LCL IFR PROFICIENCY TRAINING FLT, ACFT WAS CLRED TO LAND ON RWY 34 AT PDK. JUST AS THE ACFT WAS FLARED FOR LNDG, I SAW A WHITE VAN APCH THE RWY FROM AN INTERSECTING TXWY. ASSUMING THE VAN WAS ABOUT TO STOP, THE FLARE WAS CONTINUED. IMMEDIATELY THEREAFTER, THE VAN SPEEDED UP AND CROSSED THE RWY DIRECTLY IN FRONT OF THE ACFT (APPROX 500 FT) AND PDK TWR ISSUED A GAR CALL. A GAR WAS EXECUTED WITHOUT FURTHER INCIDENT. THE VAN DRIVER WAS NON ENGLISH-SPEAKING. APPARENTLY, SHE HAD ATTEMPTED TO MAKE A DELIVERY TO AN FBO, BUT WAS TOLD BY COUNTER PERSONNEL THAT THE FBO SHE WAS SEEKING WAS ACROSS THE RWY, SO THAT'S WHERE SHE WENT, BY THE MOST DIRECT RTE. I BELIEVE COUNTER PERSONNEL SHOULD BE CONTINUALLY REMINDED OF THE IMPORTANCE TO 1) NOT LET ANY VEHICLE ONTO THE RAMP WITHOUT SCREENING, AND 2) NEVER POINT ACROSS A RWY OR TXWY, BUT INDICATE THE PROPER RTE ON AN AIRFIELD DIAGRAM.
