Narrative:

I was the relieving controller. The controller working the position said he was busy and 'just wait a min.' I saw the C208 on the pomona sector position symbol and heading towards the riverside sector's airspace. While I was waiting for the briefing, I went to the riverside position to see if a pointout or handoff had been made. While I was talking to the riverside controller, I saw the 2 aircraft heading towards each other. The controller told the C208 to maintain visual separation with the B737 while he still had standard IFR separation. The planes got close and the B737 pilot filed an near midair collision report. I think the problem could have been prevented and prevented in the future if the pomona and riverside sectors are combined during ont east traffic.

Title: SCT CTLR, DURING RELIEF BRIEFING PROCESS, ALERTS ADJOINING SECTOR CTLR OF TRANSITING C208, WHICH CONFLICTS WITH DEPARTING B737 FROM ONT.

Narrative: I WAS THE RELIEVING CTLR. THE CTLR WORKING THE POS SAID HE WAS BUSY AND 'JUST WAIT A MIN.' I SAW THE C208 ON THE POMONA SECTOR POS SYMBOL AND HDG TOWARDS THE RIVERSIDE SECTOR'S AIRSPACE. WHILE I WAS WAITING FOR THE BRIEFING, I WENT TO THE RIVERSIDE POS TO SEE IF A POINTOUT OR HDOF HAD BEEN MADE. WHILE I WAS TALKING TO THE RIVERSIDE CTLR, I SAW THE 2 ACFT HDG TOWARDS EACH OTHER. THE CTLR TOLD THE C208 TO MAINTAIN VISUAL SEPARATION WITH THE B737 WHILE HE STILL HAD STANDARD IFR SEPARATION. THE PLANES GOT CLOSE AND THE B737 PLT FILED AN NMAC RPT. I THINK THE PROB COULD HAVE BEEN PREVENTED AND PREVENTED IN THE FUTURE IF THE POMONA AND RIVERSIDE SECTORS ARE COMBINED DURING ONT E TFC.
