Narrative:
Southeast bound on RNAV route at FL330 approaching daglo with instructions to contact brasilia center at daglo we received TCAS TA dead ahead at 32500 climbing immediately followed by a climb RA. Followed RA guidance and also initiated a 10-15 degree heading chg to the right. Acquired target visually at FL330 and on track northbound, private jet which passed approximately 800 ft below us and 1/2-1 mi to our left due to our right turn. We advised brasilia center and were told radar contact thank you. Highly recommend TCAS be mandatory for dispatch to latin america also some investigation should be made into brasilia center ability to handle local radar traffic as well as non radar over flts on several occasions brasilia has seemed overwhelmed by local radar traffic as evidenced by our immediate 100 degree heading chg required on our return trip. The latter incident did not result in a loss of separation but required us to go to 25 degrees of bank at FL330 to achieve separation. Again brasilia seemed saturated. Communications (language) difficulties with the other aircraft coupled with the fact that he seemed to pop up unannounced contributed to brasilia's difficulty. I am also concerned about brasilia's knowledge of the new RNAV routes as we often get significant reroutes upon entering brasilia airspace when on RNAV route UT799 southbound.

Narrative: SE BOUND ON RNAV RTE AT FL330 APCHING DAGLO WITH INSTRUCTIONS TO CONTACT BRASILIA CTR AT DAGLO WE RECEIVED TCAS TA DEAD AHEAD AT 32500 CLBING IMMEDIATELY FOLLOWED BY A CLB RA. FOLLOWED RA GUIDANCE AND ALSO INITIATED A 10-15 DEG HEADING CHG TO THE R.
