Narrative:

Working layover on an MD88 aircraft xyz, found circuit breaker for battery charger popped. Called air carrier maintenance coordinator and checked maintenance manual for quick reference of installation. Coordinator in aircraft said it was ok to wire the charger the way I did. I installed charger, it seemed there was a small charge on the gauge when I checked it. I signed it off as ok for service. The crew (pilots) notified me that it was not charging enough. The circuit breaker reset ok. Day shift turnover mechanic had shoed up. We discussed it may be wiring problems. The crew entered another item in logbook about emergency power check not working. The day shift mechanic changed some wiring to charger and changed batteries, and returned aircraft to service. Shortly after the aircraft was in XXX and the pilots noticed smoke and fumes coming from east&east compartment at the gate. XXX mechanics replaced battery and charger. Please keep in mind that while this was happening, it had been at departure time and later. Callback conversation with reporter revealed the following information: the reporter stated the wiring change required by the MEL to operate with 1 battery charger is a complex procedure and was not done correctly. The reporter stated either the work accomplished by myself or the follow-up work by my relief was incorrect.

Title: AN MD88 WAS DISPATCHED IN NON COMPLIANCE WITH 1 BATTERY CHARGER DEFERRED INOP PER THE MEL BUT WIRED INCORRECTLY.

Narrative: WORKING LAYOVER ON AN MD88 ACFT XYZ, FOUND CIRCUIT BREAKER FOR BATTERY CHARGER POPPED. CALLED ACR MAINT COORDINATOR AND CHKED MAINT MANUAL FOR QUICK REF OF INSTALLATION. COORDINATOR IN ACFT SAID IT WAS OK TO WIRE THE CHARGER THE WAY I DID. I INSTALLED CHARGER, IT SEEMED THERE WAS A SMALL CHARGE ON THE GAUGE WHEN I CHKED IT. I SIGNED IT OFF AS OK FOR SVC. THE CREW (PLTS) NOTIFIED ME THAT IT WAS NOT CHARGING ENOUGH. THE CIRCUIT BREAKER RESET OK. DAY SHIFT TURNOVER MECH HAD SHOED UP. WE DISCUSSED IT MAY BE WIRING PROBS. THE CREW ENTERED ANOTHER ITEM IN LOGBOOK ABOUT EMER PWR CHK NOT WORKING. THE DAY SHIFT MECH CHANGED SOME WIRING TO CHARGER AND CHANGED BATTERIES, AND RETURNED ACFT TO SVC. SHORTLY AFTER THE ACFT WAS IN XXX AND THE PLTS NOTICED SMOKE AND FUMES COMING FROM E&E COMPARTMENT AT THE GATE. XXX MECHS REPLACED BATTERY AND CHARGER. PLEASE KEEP IN MIND THAT WHILE THIS WAS HAPPENING, IT HAD BEEN AT DEP TIME AND LATER. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE WIRING CHANGE REQUIRED BY THE MEL TO OPERATE WITH 1 BATTERY CHARGER IS A COMPLEX PROC AND WAS NOT DONE CORRECTLY. THE RPTR STATED EITHER THE WORK ACCOMPLISHED BY MYSELF OR THE FOLLOW-UP WORK BY MY RELIEF WAS INCORRECT.
