Narrative:
En route from pwn to dca, flight was put into a hold over balance due to changing runway confign at dca. We held for 25 mins before being vectored. Due to heavy traffic, we then received extensive vectors for the ILS to runway 1. Cleared for the approach, we broke out 400-500 ft AGL. An aircraft was cleared for takeoff, but did not clear the runway forcing us to go around. As we had about 1400 pounds of fuel on board (approximately 1 hour), we immediately declared minimum fuel and were immediately revectored for approach. After switching over to tower on second approach, we discovered winds were beyond our landing limits (tailwind). We could not accept the approach and asked to get vectors for iad as it was the closest airport. Approach and landing at iad were with out incident. Total fuel on board at landing was 970 pounds which is just at or slightly below 45 min reserves.

Title: DORNIER 328 FLC DECLARED MINIMUM FUEL WHEN AFTER EXTENSIVE HOLDING, AND 2 ATTEMPTED ILS APCHS, THEY DECLARED MINIMUM FUEL AND WERE VECTORED TO THEIR ALTERNATE.
Narrative: ENRTE FROM PWN TO DCA, FLT WAS PUT INTO A HOLD OVER BAL DUE TO CHANGING RWY CONFIGN AT DCA. WE HELD FOR 25 MINS BEFORE BEING VECTORED. DUE TO HVY TFC, WE THEN RECEIVED EXTENSIVE VECTORS FOR THE ILS TO RWY 1. CLRED FOR THE APCH, WE BROKE OUT 400-500 FT AGL. AN ACFT WAS CLRED FOR TKOF, BUT DID NOT CLR THE RWY FORCING US TO GO AROUND. AS WE HAD ABOUT 1400 LBS OF FUEL ON BOARD (APPROX 1 HR), WE IMMEDIATELY DECLARED MINIMUM FUEL AND WERE IMMEDIATELY REVECTORED FOR APCH. AFTER SWITCHING OVER TO TWR ON SECOND APCH, WE DISCOVERED WINDS WERE BEYOND OUR LNDG LIMITS (TAILWIND). WE COULD NOT ACCEPT THE APCH AND ASKED TO GET VECTORS FOR IAD AS IT WAS THE CLOSEST ARPT.
