Narrative:
On rollout after landing runway 8L at atl with moderate rain, applied brakes to make turn off at end of runway. Braking was far less than expected due to rubber accumulation on runway surface. Turnoff was made at somewhat higher speed than normal, and aircraft did not leave paved surface or sustain any damage. All other events normal. Callback conversation with reporter revealed the following information:crew had planned to turn off on the hight speed turnoff at B11. At that point they discovered breaking action was poor to nil. They then continued to the runway end and only barely got stopped at that point. The tower did not issue any breaking action reports. The pilot noted heavy rubber buildup from the lndgs on runway 26R. Reporter wonders how the airport manages to pass the runway friction tests at the airport.

Title: MD-88 CREW HAD POOR BREAKING ACTION ON THE ROLLOUT END OF RWY 8L DURING MODERATE RAIN AT ATL.
Narrative: ON ROLLOUT AFTER LNDG RWY 8L AT ATL WITH MODERATE RAIN, APPLIED BRAKES TO MAKE TURN OFF AT END OF RWY. BRAKING WAS FAR LESS THAN EXPECTED DUE TO RUBBER ACCUMULATION ON RWY SURFACE. TURNOFF WAS MADE AT SOMEWHAT HIGHER SPEED THAN NORMAL, AND ACFT DID NOT LEAVE PAVED SURFACE OR SUSTAIN ANY DAMAGE. ALL OTHER EVENTS NORMAL. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO:CREW HAD PLANNED TO TURN OFF ON THE HIGHT SPEED TURNOFF AT B11. AT THAT POINT THEY DISCOVERED BREAKING ACTION WAS POOR TO NIL. THEY THEN CONTINUED TO THE RWY END AND ONLY BARELY GOT STOPPED AT THAT POINT. THE TWR DID NOT ISSUE ANY BREAKING ACTION RPTS. THE PLT NOTED HEAVY RUBBER BUILDUP FROM THE LNDGS ON RWY 26R. RPTR WONDERS HOW THE ARPT MANAGES TO PASS THE RWY FRICTION TESTS AT THE ARPT.
