Narrative:

On the morning of mar/xa/01, I was flying tb-20 on an IFR flight plan en route from stuart, fl, to dublin, GA. I was level at 9000 ft MSL above a solid to broken layer of cloud with tops that varied from about 8500-9000 ft MSL. Shortly before handing me off to jax approach, dab approach gave me a heading of 010 degrees for traffic avoidance. Jax then gave me a clearance direct dublin. I had completed the turn when suddenly another aircraft burst through the clouds directly in front of me and immediately initiated a left bank and climb. The other aircraft passed about 50 ft above and 150 ft to the right. It was a single engine, low wing, retractable gear aircraft, probably 4 place. The color scheme of the fuselage was similar to that of recent commander 114's or mooney's. I reported the incident to the controller who apologized to me for not having given me, in his words 'a heads up.' he said the other aircraft had been operating in the area for a while. I think the controller seriously erred in not alerting me to the potential convergence of my flight path with that of another aircraft in the area. The controller was obviously aware of the other aircraft, but apparently not in communication with it. The other pilot was presumably flying VFR in IFR condition.
