Narrative:
Arriving phx at dusk with low sun angle. Cleared to land runway 25R (old runway 26L) at phx. On short final, could not identify runway number markings due to low sun angle and the fact that old marking (runway 26L) was not removed, but painted over with black paint and new marking (runway 25R) was painted on top. With sun angle, both markings are visible. Advisory circular 150/8340-1H standards for airport markings, clearly states that old markings should be completely removed before new paint is applied. With low sun angle and/or wet pavement, this will make identify of proper runway impossible. High potential for runway incursion, or lack of prevention. Callback conversation with reporter revealed the following information: facility specialist advised that this known condition would be resolved within the next 2 weeks. A contract has been awarded to remove the old numbering, applying 4 inches of new asphalt, then renumber the runway from runway 26L to runway 25R.

Narrative: ARRIVING PHX AT DUSK WITH LOW SUN ANGLE. CLRED TO LAND RWY 25R (OLD RWY 26L) AT PHX. ON SHORT FINAL, COULD NOT IDENT RWY NUMBER MARKINGS DUE TO LOW SUN ANGLE AND THE FACT THAT OLD MARKING (RWY 26L) WAS NOT REMOVED, BUT PAINTED OVER WITH BLACK PAINT AND NEW MARKING (RWY 25R) WAS PAINTED ON TOP. WITH SUN ANGLE, BOTH MARKINGS ARE VISIBLE. ADVISORY CIRCULAR 150/8340-1H STANDARDS FOR ARPT MARKINGS, CLRLY STATES THAT OLD MARKINGS SHOULD BE COMPLETELY REMOVED BEFORE NEW PAINT IS APPLIED. WITH LOW SUN ANGLE AND/OR WET PAVEMENT, THIS WILL MAKE IDENT OF PROPER RWY IMPOSSIBLE. HIGH POTENTIAL FOR RWY INCURSION, OR LACK OF PREVENTION.
