Narrative:
During taxi from hangar to the active runway, we entered and taxied without a taxi clearance. Engines had been started and the after start checklist completed. First officer listened to and posted the ATIS and received clearance from clearance delivery. Captain was programming the FMS as per our SOP's. I asked the first officer if we were going to runway 10R and he affirmed runway 10R. This was poor communication on my part. I should have asked if we were cleared to runway 10R. We cleared both wingtips and I began to taxi to the active runway and called for the taxi/before takeoff checklist. It is a relatively short distance from the hangar to runway 10R with the first 1/2 of the distance on an uncontrolled ramp area. We were both very busy completing checklists and entered the controled taxiway without a ground taxi clearance. Upon reaching the runway 10R hold line and completing our checklist for takeoff, we discovered we were still on clearance delivery frequency. No other aircraft were involved. The crew debriefed after the flight and we believe more precise communication between crew members would not have allowed this event to have happened. Supplemental information from acn 504328: after receiving ATIS, I secured a clearance from delivery. After readback, I called 'clear' on my side of aircraft and the captain asked 'runway 10R?' to which I replied 'affirmative, runway 10.' the captain started taxiing toward the controled surface area to taxiway K. I announced my head was down and started programming v-spds, TCASII, while starting checklists, as this taxi was a short one to the runway in use. We were both surprised to get a call from clearance delivery asking if we had talked to ground control. We received subsequent clearance for further taxi and takeoff which was uneventful. When he asked 'runway 10R?' and I affirmed, he thought I meant we were cleared to runway 10R. I was simply stating runway in use. I should have clarified his poorly stated question. Also, our haste to complete our pre takeoff checks and setups helped to cause a serious omission. Failure to secure a taxi clearance.

Title: A CPR CREW OF A C560 TAXIED TO THE ACTIVE RWY HOLD LINE WITHOUT ASKING FOR TAXI CLRNC AT BOI, ID.

TO WHICH I REPLIED 'AFFIRMATIVE, RWY 10.' THE CAPT STARTED TAXIING TOWARD THE CTLED SURFACE AREA TO TXWY K. I ANNOUNCED MY HEAD WAS DOWN AND STARTED PROGRAMMING V-SPDS, TCASII, WHILE STARTING CHKLISTS, AS THIS TAXI WAS A SHORT ONE TO THE RWY IN USE. WE WERE BOTH SURPRISED TO GET A CALL FROM CLRNC DELIVERY ASKING IF WE HAD TALKED TO GND CTL. WE RECEIVED SUBSEQUENT CLRNC FOR FURTHER TAXI AND TKOF WHICH WAS UNEVENTFUL. WHEN HE ASKED 'RWY 10R?' ALSO, OUR HASTE TO COMPLETE OUR PRE TKOF CHKS AND SETUPS HELPED TO CAUSE A SERIOUS OMISSION. FAILURE TO SECURE A TAXI CLRNC.
