Narrative:
Mia gave a rerte before takeoff, off shore. Once off shore it was clear we were not going to clear all WX. Encountering mod chop, ATC gave the option to take A300 oceanic rt. Captain and aircraft were overwater, international qualified. I later found the flight attendants were not international qualified. We were 300 mile off shore. I exercised captain's authority for WX deviation which was coordinated with ATC.
