Narrative:
Air carrier flight (B727) on mar/xa/01 diverted to homestead. Captain had declared a fuel emergency. Flight ord-fll, approaching south florida on the mrlin 4 arrival, all flts were cleared over to the fortl 4 arrival due to WX. After extensive vectoring, flight crew was cleared via the dvall 1 arrival. We were to intercept the arrival at wever. Original alternates were rsw and mia, and then changed to mco and mia due to changing WX. We ended up on south side of the WX being vectored to fll with mia as the alternate. WX was moving to the north. Approaching fll on approach, WX and windshear were being reported. Made 1 approach to fll (runway 27R) and 2 to mia (runway 27R and runway 30). WX seemed to have turned around. Declared minimum fuel after fll approach. After second approach to mia declared fuel emergency. Asked ATC for diversion airport and was given homestead, which was VFR. Landed with no problem. Refueled, reclred and proceeded to fll.
