Narrative:

Aircraft #2 departed smo airport runway 21, flew runway heading (in non compliance with instructions), did not turn on transponder, and did not contact departure until several mi offshore. Aircraft #1 departed lax runway 24L and flew runway heading. When aircraft #2 called, I did not see a primary or secondary target southwest of smo, so I told aircraft #2 to squawk the beacon code on the strip. I then observed a secondary target appear in front of aircraft #1. Since aircraft #1 had not called, I broadcast 'in the blind' and instructed aircraft #1 to turn right. I observed aircraft #1 pass 1/4 - 1/2 mi behind aircraft #2 at 2000 ft. Aircraft #2 was observed at this point at 2300 ft. Subsequent contact with aircraft #1 revealed that he had aircraft #2 in sight -- at least long enough to realize that he should stay VMC.

Title: SCT CTLR LOSES SEPARATION BTWN DEPARTING LAX ACR AND SMO GA ACFT.

Narrative: ACFT #2 DEPARTED SMO ARPT RWY 21, FLEW RWY HDG (IN NON COMPLIANCE WITH INSTRUCTIONS), DID NOT TURN ON XPONDER, AND DID NOT CONTACT DEP UNTIL SEVERAL MI OFFSHORE. ACFT #1 DEPARTED LAX RWY 24L AND FLEW RWY HDG. WHEN ACFT #2 CALLED, I DID NOT SEE A PRIMARY OR SECONDARY TARGET SW OF SMO, SO I TOLD ACFT #2 TO SQUAWK THE BEACON CODE ON THE STRIP. I THEN OBSERVED A SECONDARY TARGET APPEAR IN FRONT OF ACFT #1. SINCE ACFT #1 HAD NOT CALLED, I BROADCAST 'IN THE BLIND' AND INSTRUCTED ACFT #1 TO TURN R. I OBSERVED ACFT #1 PASS 1/4 - 1/2 MI BEHIND ACFT #2 AT 2000 FT. ACFT #2 WAS OBSERVED AT THIS POINT AT 2300 FT. SUBSEQUENT CONTACT WITH ACFT #1 REVEALED THAT HE HAD ACFT #2 IN SIGHT -- AT LEAST LONG ENOUGH TO REALIZE THAT HE SHOULD STAY VMC.
