Narrative:
Military transport aircraft departed isla grande airport (tjig) on IFR flight plan. Departure instructions included 'cleared for takeoff, turn left heading 310 degrees.' aircraft departed normally. During climb (500 ft) tower stated 'turn right, heading 310 degrees, contact san juan approach.' PF questioned PNF about turn direction. PNF repeated to tower 'right turn heading 310 degrees.' tower controller sounded impatient and hurried, stating right turn 310 degrees. During standard rate turn to 310 degrees, flight engineer called 'traffic 1 O'clock position.' PNF confirmed traffic. Evasive actions included leveling off and adding maximum power. A B757 passed below the shorts and continued approach to san juan. The approach controller reprimanded the military crew for turning in the wrong direction. The PNF advised approach of the departure clearance. No further action. The PF contacted the san juan supervisor who stated that the investigation revealed controller error by isla grande airport control tower. Clear departure procedures need to be published and used between these busy airports to prevent midair sits.

Narrative: MIL TRANSPORT ACFT DEPARTED ISLA GRANDE ARPT (TJIG) ON IFR FLT PLAN. DEP INSTRUCTIONS INCLUDED 'CLRED FOR TKOF, TURN L HDG 310 DEGS.' ACFT DEPARTED NORMALLY. DURING CLB (500 FT) TWR STATED 'TURN R, HDG 310 DEGS, CONTACT SAN JUAN APCH.' PF QUESTIONED PNF ABOUT TURN DIRECTION. PNF REPEATED TO TWR 'R TURN HDG 310 DEGS.' TWR CTLR SOUNDED IMPATIENT AND HURRIED, STATING R TURN 310 DEGS. DURING STANDARD RATE TURN TO 310 DEGS, FE CALLED 'TFC 1 O'CLOCK POS.' PNF CONFIRMED TFC.
