Narrative:

Flying at 17000 ft headed from iah to shv, the first officer and I were given 'pilot's discretion to 3000 ft.' we read back 'pilot's discretion to 3000 ft' and both verified that 3000 ft had been put in the altitude alerter. We advised the controller we were beginning our descent. Through 9000 ft, the controller told us to 'get back to 10000 ft.' when we queried him about the discretion to 3000 ft, he told us that was an instruction for a different aircraft. We promptly went to 10000 ft, but both of us were sure he'd given us discretion to 3000 ft.
