Narrative:

I was busy on the east side of the sector with spacing to ewr/jfk. I had given aircraft #1 a left 360 degree turn for spacing due to aircraft holding at slt. The turn was wider than I expected and he got close to aircraft #2. I descended aircraft #2 immediately to FL350 and then turned and climbed aircraft #1 to a 300 degree heading and FL390. Aircraft #1 instead descended due to a TCASII RA. Aircraft #2 waited 24 seconds before descending. Supplemental information from acn 508036: under ZOB radar controled vector. While en route to slt (J584), ZOB issued us a left 360 degree turn and then direct to slate run (slt). During this turn, we received a TA and then an RA from our TCASII. RA command was to descend. Traffic appeared as '+01.' we complied with this command and then advised ZOB of the conflict and RA on frequency 132.925. We never observed conflicting traffic. Before leaving frequency for a new assignment, I asked ZOB radar control if there was a loss of separation as a result of their vector assignment. They replied 'preliminary indications were affirmative.'

ACFT #1 INSTEAD DSNDED DUE TO A TCASII RA. ACFT #2 WAITED 24 SECONDS BEFORE DSNDING. SUPPLEMENTAL INFO FROM ACN 508036: UNDER ZOB RADAR CTLED VECTOR. WHILE ENRTE TO SLT (J584), ZOB ISSUED US A L 360 DEG TURN AND THEN DIRECT TO SLATE RUN (SLT). DURING THIS TURN, WE RECEIVED A TA AND THEN AN RA FROM OUR TCASII. RA COMMAND WAS TO DSND. TFC APPEARED AS '+01.' WE COMPLIED WITH THIS COMMAND AND THEN ADVISED ZOB OF THE CONFLICT AND RA ON FREQ 132.925. WE NEVER OBSERVED CONFLICTING TFC. BEFORE LEAVING FREQ FOR A NEW ASSIGNMENT, I ASKED ZOB RADAR CTL IF THERE WAS A LOSS OF SEPARATION AS A RESULT OF THEIR VECTOR ASSIGNMENT. THEY REPLIED 'PRELIMINARY INDICATIONS WERE AFFIRMATIVE.'
