Narrative:

The reason not to accept the clearance down to 2000 ft with miami is because previous near misses in the airspace west of X46 (west opa locka), opf (opa locka), and the concentrated flight training area depicted on the mia sectional. On previous flts when descended to 2000 ft on IFR flight plans there would be some times where twice the number of aircraft in the vicinity would come close enough without previous identify. Twice they were close enough to read identify registration. When mia control was asked, they said 'if we can't see them, we can't call them out to you.' that area of airspace is busy, yet we are willing to accept vectors to stay above 2000 ft and yet below the arrs for mia. This incident happened using the GS at mia and fll. Mia controller became unprofessional and indignant when asked for his initials. What was he trying to hide? We have had too many close calls in that airspace. I have, as another pilot put in remarks sections on the IFR flight plan 'maintain 3000 ft till final descent into fll.' I have also stated that when queried by mia for reason to stay at 3000 ft is for safety reasons. This operation could also use a sic or a part 121 certificate so that we didn't have to worry about being vectored and dumped into high traffic areas. Our altitudes would be more suitable. This report is about 3 changes separation, guidance and not having to be treated unprofessionally. If a pilot requests to stay at position, both he and the controller should be able to resolve the situation. Some controllers can be forceful and intolerant. They have a radar screen to deal with and the pilots have a midair to deal with.

Title: PART 135 PLT CONCERNED BY MIA APCH CTLR RESPONSE AT REQUESTING TO REMAIN ABOVE 2000 FT WHILE BEING VECTORED TO FLL, PAST MIA REGIONAL ARPTS.

Narrative: THE REASON NOT TO ACCEPT THE CLRNC DOWN TO 2000 FT WITH MIAMI IS BECAUSE PREVIOUS NEAR MISSES IN THE AIRSPACE W OF X46 (WEST OPA LOCKA), OPF (OPA LOCKA), AND THE CONCENTRATED FLT TRAINING AREA DEPICTED ON THE MIA SECTIONAL. TWICE THEY WERE CLOSE ENOUGH TO READ IDENT REGISTRATION. WHEN MIA CTL WAS ASKED, THEY SAID 'IF WE CAN'T SEE THEM, WE CAN'T CALL THEM OUT TO YOU.' THAT AREA OF AIRSPACE IS BUSY, YET WE ARE WILLING TO ACCEPT VECTORS TO STAY ABOVE 2000 FT AND YET BELOW THE ARRS FOR MIA. THIS INCIDENT HAPPENED USING THE GS AT MIA AND FLL. MIA CTLR BECAME UNPROFESSIONAL AND INDIGNANT WHEN ASKED FOR HIS INITIALS. WHAT WAS HE TRYING TO HIDE? WE HAVE HAD TOO MANY CLOSE CALLS IN THAT AIRSPACE. I HAVE ALSO STATED THAT WHEN QUERIED BY MIA FOR REASON TO STAY AT 3000 FT IS FOR SAFETY REASONS. THIS OP COULD ALSO USE A SIC OR A PART 121 CERTIFICATE SO THAT WE DIDN'T HAVE TO WORRY ABOUT BEING VECTORED AND DUMPED INTO HIGH TFC AREAS. OUR ALTS WOULD BE MORE SUITABLE. THIS RPT IS ABOUT 3 CHANGES SEPARATION, GUIDANCE AND NOT HAVING TO BE TREATED UNPROFESSIONALLY. IF A PLT REQUESTS TO STAY AT POS, BOTH HE AND THE CTLR SHOULD BE ABLE TO RESOLVE THE SIT. SOME CTLRS CAN BE FORCEFUL AND INTOLERANT. THEY HAVE A RADAR SCREEN TO DEAL WITH AND THE PLTS HAVE A MIDAIR TO DEAL WITH.
