Narrative:

Inbound to paris while under control of reims ATC, I was given a descent from FL350 to FL230. The clearance was read back and no change was given. After being passed to paris radar, I reported in to them passing FL330 for FL230. Still no change was given. Paris radar just reported us in radar contact. Passing FL250 en route to FL230. Paris called and asked us what altitude we were going to. I reported that reims radar cleared us to FL230 from FL350. Paris then told us we should have been cleared to FL330, but to go ahead and continue the descent to FL230. Paris then told us that it was just a french thing. The flight continued to an uneventful landing.
