Narrative:
Aircraft #1 level cruise 4500 ft, 120 KTS, heading 215 degrees, radar advisories, flight following with grk approach assigned discrete squawk. Grk advised aircraft #1 of aircraft #2 overtaking at 190 KTS from 5 O'clock position at 4500 ft, no radio contact, squawk 1200, at 5 mi. Aircraft #1 acquired visual contact at about 2.5 mi, constant bearing and decreasing range. Advised grk approach of visual contact. When closure decreased to between 800-600 ft horizontally, aircraft #1 executed a diving right bank evasive maneuver. Aircraft #1 rolled wings level, idented aircraft #2 as a 300 series cessna twin propeller and reported same to grk approach. Grk approach noted no change in aircraft #2's speed, altitude, or heading at any time. Grk approach radar 'tagged' aircraft #2 and alerted aus approach of incoming aircraft #2 for identify and further investigation. PIC of aircraft #1 called aus approach on telephone and informed that C340 PIC never saw aircraft #1, did not talk or squawk with grk approach. No explanation offered for lack of due diligence.

Narrative: ACFT #1 LEVEL CRUISE 4500 FT, 120 KTS, HDG 215 DEGS, RADAR ADVISORIES, FLT FOLLOWING WITH GRK APCH ASSIGNED DISCRETE SQUAWK. GRK ADVISED ACFT #1 OF ACFT #2 OVERTAKING AT 190 KTS FROM 5 O'CLOCK POS AT 4500 FT, NO RADIO CONTACT, SQUAWK 1200, AT 5 MI. ACFT #1 ACQUIRED VISUAL CONTACT AT ABOUT 2.5 MI, CONSTANT BEARING AND DECREASING RANGE. ADVISED GRK APCH OF VISUAL CONTACT.
