Narrative:

After takeoff, onboard WX radar painted several level 3 and level 4 returns along our assigned departure path. We tried to reach departure control to inform them of our need to deviate from our assigned heading. The controller was very busy with other aircraft, so I elected to change heading. Approach contacted us and was upset at our deviation without first informing him. We explained the lack of establishing communication and our immediate need to deviate as our reasoning. Subsequent aircraft departing behind us requested the same deviation for WX. My concern was my lack of altitude and the steep gradient of the cells that the radar was painting.
