Narrative:
Descending to FL310 at FL312 we got a pop up RA. I followed TCASII guidance to 30750 ft staying out of the red pitch avoidance area. The target showed the same altitude and 1/2 mi ahead but climbing. We could see no other traffic and ATC said there was no traffic within 10 mi of our position. I switched TCASII off and returned VMC to FL310. At FL310 we tried TCASII again with the same result. We left TCASII off and made a logbook write-up. Aircraft had a previous history of TCASII problems.

Title: B767 CREW HAD TCASII RA FROM A MALFUNCTIONING TCASII SYS.
Narrative: DSNDING TO FL310 AT FL312 WE GOT A POP UP RA. I FOLLOWED TCASII GUIDANCE TO 30750 FT STAYING OUT OF THE RED PITCH AVOIDANCE AREA. THE TARGET SHOWED THE SAME ALT AND 1/2 MI AHEAD BUT CLBING. WE COULD SEE NO OTHER TFC AND ATC SAID THERE WAS NO TFC WITHIN 10 MI OF OUR POS. I SWITCHED TCASII OFF AND RETURNED VMC TO FL310. AT FL310 WE TRIED TCASII AGAIN WITH THE SAME RESULT. WE LEFT TCASII OFF AND MADE A LOGBOOK WRITE-UP. ACFT HAD A PREVIOUS HISTORY OF TCASII PROBS.
