Narrative:
I am an ATC at dfw. I was working ground control west. Dfw was north flow. Air carrier X (mechanic relocating aircraft) called to go from the air carrier X hangar to the ramp at terminal xy. I instructed air carrier X to hold short of runway 36R. I said runway 36R by mistake. I should have said runway 36L. Air carrier X crossed runway 36L at taxiway week at the time air carrier Y (E120) was landing on runway 36L. There was no evasive action taken. There should not ever be any implied crossing approval to aircraft. There should always be a requirement to state 'cross runway.' callback conversation with reporter revealed the following information: reporter stated he was not listening carefully. He should have heard the pilot's readback. He said it was not very busy at the time and he had only been on the position about 20 mins when the incident occurred. The pilot in the landing aircraft called attention to the crossing aircraft to local controller. He said the conflict alert went off about the same time on two aircraft on the final causing some distraction. Reporter believes implied crossings should be prohibited and that a specific clearance should be required to cross each runway.

Title: ATCT GND CTLR INCORRECTLY CLRED A PASSENGER JET TO HOLD SHORT OF THE WRONG PARALLEL RWY WHICH CAUSED A CONFLICT WITH A LNDG COMMUTER.
Narrative: I AM AN ATC AT DFW. I WAS WORKING GND CTL W. DFW WAS N FLOW. ACR X (MECHANIC RELOCATING ACFT) CALLED TO GO FROM THE ACR X HANGAR TO THE RAMP AT TERMINAL XY. I INSTRUCTED ACR X TO HOLD SHORT OF RWY 36R. I SAID RWY 36R BY MISTAKE. I SHOULD HAVE SAID RWY 36L. ACR X CROSSED RWY 36L AT TXWY WK AT THE TIME ACR Y (E120) WAS LNDG ON RWY 36L. THERE WAS NO EVASIVE ACTION TAKEN. THERE SHOULD NOT EVER BE ANY IMPLIED CROSSING APPROVAL TO ACFT. THERE SHOULD ALWAYS BE A REQUIREMENT TO STATE 'CROSS RWY.' CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED HE WAS NOT LISTENING CAREFULLY. HE SHOULD HAVE HEARD THE PLT'S READBACK. HE SAID THE CONFLICT ALERT WENT OFF ABOUT THE SAME TIME ON TWO ACFT ON THE FINAL CAUSING SOME DISTRACTION. RPTR BELIEVES IMPLIED CROSSINGS SHOULD BE PROHIBITED AND THAT A SPECIFIC CLRNC SHOULD BE REQUIRED TO CROSS EACH RWY.
