Narrative:
Receiving sector stopped taking handoffs and would not answer calls. Controller began spinning aircraft and leveling or changing altitudes to keep them separated. Lower adjacent sector said they would accept traffic at FL200 to pit. An aircraft at FL260 was put on a vector and descended. Aircraft Y was at FL250 and was climbed to FL270, in left 360 degree turn. Aircraft X was at FL260 head-on. When aircraft X was descended, pilot reported an RA and was climbing.

Narrative: RECEIVING SECTOR STOPPED TAKING HDOFS AND WOULD NOT ANSWER CALLS. CTLR BEGAN SPINNING ACFT AND LEVELING OR CHANGING ALTS TO KEEP THEM SEPARATED. LOWER ADJACENT SECTOR SAID THEY WOULD ACCEPT TFC AT FL200 TO PIT. AN ACFT AT FL260 WAS PUT ON A VECTOR AND DSNDED. ACFT Y WAS AT FL250 AND WAS CLBED TO FL270, IN L 360 DEG TURN.
