Narrative:
I received the VFR flight strip for the PA28 indicating he was flying eastbound at 2500 ft. He was told to proceed on course VFR, but wanted to go northbound. When he turned north on course, he became a conflict with the B737 who had departed behind him. Clearance delivery had thought the PA28 said he wanted to go eastbound, but he said northbound.

Title: B737 CONFLICTS WITH PRECEDING DEPARTING PA28 FROM BUF CAUSED BY CLRNC CONFUSION BTWN CLRNC DELIVERY AND PA28 PLT.
Narrative: I RECEIVED THE VFR FLT STRIP FOR THE PA28 INDICATING HE WAS FLYING EBOUND AT 2500 FT. HE WAS TOLD TO PROCEED ON COURSE VFR, BUT WANTED TO GO NBOUND. WHEN HE TURNED N ON COURSE, HE BECAME A CONFLICT WITH THE B737 WHO HAD DEPARTED BEHIND HIM. CLRNC DELIVERY HAD THOUGHT THE PA28 SAID HE WANTED TO GO EBOUND, BUT HE SAID NBOUND.
