Narrative:
On approach to iad, no trailing edge flaps passed 15 degrees. Followed asymmetrical trailing edge flap procedure. Contacted dispatch and maintenance control declared an alert and briefed the flight attendants of the situation. Landed flaps position 10 degrees without incident.
