Narrative:

Prior to this flight operating, I had discussed with members of management the requirements of operating the aircraft at reduced speed (290 KTS) due to elevator modifications. I was told that only a special message was required to inform dispatchers/crew members about the speed restr. I permitted the flight to operate since I had previously been briefed and had dispatched the flight in accordance with the speed restr. There were no special messages issued for 3 days. When an operating manual was finally issued it reflected a change in operating manual procedures that crew members had not been previously made aware of. Restrs recommended by the aircraft manufacturer were not completely illustrated in the operating manual change.

Title: A DISPATCHER EXPRESSES CONCERN OVER THE METHOD USED BY THE CARRIER TO ALERT CREW MEMBERS AND DISPATCHERS TO AN ACFT SPD RESTR.

Narrative: PRIOR TO THIS FLT OPERATING, I HAD DISCUSSED WITH MEMBERS OF MGMNT THE REQUIREMENTS OF OPERATING THE ACFT AT REDUCED SPD (290 KTS) DUE TO ELEVATOR MODIFICATIONS. I WAS TOLD THAT ONLY A SPECIAL MESSAGE WAS REQUIRED TO INFORM DISPATCHERS/CREW MEMBERS ABOUT THE SPD RESTR. I PERMITTED THE FLT TO OPERATE SINCE I HAD PREVIOUSLY BEEN BRIEFED AND HAD DISPATCHED THE FLT IN ACCORDANCE WITH THE SPD RESTR. THERE WERE NO SPECIAL MESSAGES ISSUED FOR 3 DAYS. WHEN AN OPERATING MANUAL WAS FINALLY ISSUED IT REFLECTED A CHANGE IN OPERATING MANUAL PROCS THAT CREW MEMBERS HAD NOT BEEN PREVIOUSLY MADE AWARE OF. RESTRS RECOMMENDED BY THE ACFT MANUFACTURER WERE NOT COMPLETELY ILLUSTRATED IN THE OPERATING MANUAL CHANGE.
